Where do I find Microsoft Paint in Windows?

Do I have to open up a picture from "my pictures" first to see the options or can I open a microsoft word doent and then find it? I want to scan a drawing I have done and then change the colour of the background and tidy it up...is that possible with the Paint programme? I am totally rubbish with comps so step by step instructions would be fab! Thank you!
